South Tampa fills the Interbay Peninsula between Tampa Bay and Hillsborough Bay, from Hyde Park’s 1920s bungalows and alley garages to Davis Islands, built on dredged fill. Helene pushed five to eight feet of surge onto Davis Islands in 2024, and substantially damaged flood-zone homes may have to be raised over ground-level garages.

Old slabs behind the bungalows

Hyde Park was laid out between the late 1880s and the 1920s, and its National Register district, listed in 1985, takes in 1,264 buildings on 560 acres. At Bungalow Terrace, built in 1916 at Rome and Inman, the houses face each other across a sidewalk and the cars were meant to live off rear alleys. A garage reached that way is usually a separate building at the back of the lot, and the concrete inside it can be close to a century old.

A slab that age was often poured with nothing under it to stop ground moisture, and it has usually been patched, painted or oil-stained along the way. Nothing on the surface tells you what is underneath. What Helene left on the peninsula

South Tampa sits on the Interbay Peninsula, with Tampa Bay on one side and Hillsborough Bay on the other. During Hurricane Helene in September 2024, Davis Islands took an estimated five to eight feet of storm surge, and Bayshore Boulevard was closed from Platt Street to Euclid Avenue as water pushed into the streets behind it. Davis Islands itself was built in the 1920s from two small keys enlarged with sand dredged from the bay, so it sits close to the water it came from.

Salt water that soaks into a garage slab leaves salts behind as it dries. Coating over them can lead to blisters and lifting later. If your garage flooded, the slab typically needs a thorough wash-out and a dry-down before anything goes on it. If it already had a coating that is now peeling at the edges, stripping it and recoating is the fix, not another layer on top.

Rebuilt and raised homes

In May 2025 the City of Tampa began mailing substantial-damage letters to homes in the flood hazard area. A home is substantially damaged when repairs cost more than half its value, and it then has to meet current floodplain and building code rules, which can mean raising it. Under FEMA rules, any enclosed space left below the flood elevation is limited to parking, building access and storage, and must be built from flood-resistant materials.

So a raised South Tampa house typically has its garage slab at ground level, below the living space, where the next surge will reach it first. For that floor, pick a coating that shrugs off a hose-down and cleans up quickly. A polyaspartic system is a common choice here. Structural and elevation work is permitted through the City of Tampa’s Construction Services Division.

My garage took salt water during Helene. Can it be coated now?
Usually, once the slab has been washed out with fresh water, allowed to dry and tested. Salt left in the concrete can cause blisters under a new coating. Any old coating that is peeling after the flood should be removed down to bare concrete first.
My house is being raised. Is the garage slab underneath worth coating?
It can be, as long as the coating is chosen for a floor that may flood again. FEMA limits the space below the flood elevation to parking, access and storage, built from flood-resistant materials. A non-porous coating that hoses clean suits that space, and the elevation work itself is permitted through the City of Tampa.
